Overview

The implementation of each TTFSE Project follows a common approach with similar but country-specific implementation mechanisms.

The Project Coordinator, a high ranking official selected by the government in each country to serve this function, is responsible for calling and chairing coordination meetings of the various border control agencies and managing their input in the project. The Project coordinator will serve as the representative or designate a representative to attend the Regional Steering Committee Meetings.

The day to day management of the project is provided by the Project Implementation Team (PIT, alternately Project Management Unit, PMU in Romania) under the direction of a Project Manager. The PIT is responsible for procurement, loan/credit management, and reporting functions in a manner satisfactory to and compliant with Bank standards. The PIT will coordinate the project management for various beneficiaries, prepare terms of reference, hire consultants, and contract for services, training, goods, and civil works as necessary for the implementation of the project.

The TTFSE Trade Facilitation Coordinator is a high-level member of the PRO-Committee, usually in the Chamber of Commerce. He takes this responsibility pro-bono as an extension of his duties as a member of the PRO-Committee. The Trade Facilitation Coordinator is the national focal point for all trade facilitation activities under the TFC. The Trade Facilitation Coordinator delegates to his team as required the logistical arrangements related to the organization of training events/activities or working group meetings, but retains the overall responsibility for these events. The PRO-Committee contributes through its working groups (see below) in analyzing issues related to trade and transport facilitation, proposing solutions to the Regional Steering Committee, and monitoring their implementation.

The Website Coordinator is an internet-savvy person with the overall responsibility to ensure that the TTFSE website is regularly updated with information from his country and corresponds to user needs. The Website Coordinator comes from the same entities as the Trade Facilitation Coordinators with the exception of Macedonia and Romania. The Website Coordinator in Macedonia is in the Customs Administration, in close coordination with the Chamber of Commerce. In Romania, the manager of Trade Point is the Website Coordinator with her team. This does not preclude the Romanian Chamber of Commerce to also play an active role in the website.

The Regional Steering Committee, meeting periodically at the regional level, will oversee the overall implementation of the TTFSE Program. The RSC is constituted of high-level officials of the participating countries. With donor representative as observers. It provides guidance for the necessary sector policy and reform decisions and is a forum for comparison of common problems and reporting progress. Meetings will be held about twice a year, rotating among the participating countries. The Project Manager of the host country provides support services for the meetings; the UN-ECE is also assisting with certain secretariat services and liaison with SECI-PRO committees.
