Launching a Trade and Transport Facilitation Project in Your Country/Region


Moving on to Reform

If your country suffers from high transport costs as a result of protracted delays at your borders and at the borders of your neighbors, you may well wish to consider launching a trade and transport facilitation project in your own country. In order to be effective, however, it is most likely that such a project would have to be set within the context of a regional program with several country-based projects.

Launching such a program will require a lot of activities. You will need to be sure that the cluster of countries that should be working together have sufficient will to move ahead and you will need to understand the institutional and market environments of the potentially participating countries. There will be a need for studies and consultations nationally and regionally, and mechanisms must be identified for moving the reform process ahead. Once you have made enough progress to obtain local or international donor support, you will have to carefully define your objectives and the means of tracking progress through performance indicators. Transparency and dialogue in tracking these indicators will be vital. The findings will often require readjustments and increased efforts in order to move ahead.

Although the steps in the process would vary from country to country, the box below suggests the flow of the various steps that must be taken into account in developing the process. The Bank TTFSE Team has actively assisted the eight countries in the TTFSE Program through the various steps necessary to build their program. It is likely that such donor support would be necessary to help you launch a similar program for your country or region. Often this support may be provided by several donors and/or international agencies. Effective coordination of this support is vital to program success.
