European Investment Bank (EIB)

Activities

The EIB finances water management in major cities, as well as for the Danube river and the Adriatic coast. The Water Sector and its development in terms of infrastructure is considered as a key ingredient of successful economic development policies. The EIB is also a member of the REReP and DABLAS Task Forces.

Criteria for funding and the funding process

Project proposals are expected to fulfill several criteria. To begin with, they have to be eligible for an EIB loan. The EIB helps to implement the EU’s development aid and cooperation policies. For the Balkans, the stress is on contributing to reaching the goals of the Stability Pact (a specific focus on reconstruction of basic infrastructure and regional cooperation). For the accession countries, protection of the environment is another important criterion. The EIB also considers whether additional sources of funding have been secured, since financing by the EIB is complementary.

Implementation and monitoring

The EIB monitors the project until completion as well as during the loan repayment period afterwards. It verifies regular servicing of the loan and checks that the funds are used in line with corresponding objectives. The EIB is also responsible for ensuring that the project is implemented in accordance with the contract. It evaluates the results and sometimes there is an ex-post evaluation, carried out by the Operation Evaluation Department.
