Regional Structure for South East Europe  Electricity Market Development

1) Ministerial Council: The Ministerial Council is composed of the Ministers of Energy of the participating countries and the Commissioner for Energy and Transport of the European Commission. It meets on an annual basis and takes strategic decisions and provides guidance to the South East Europe Electricity Regulation Forum (SEEERF). The Ministerial Council may also endorse conclusions reached by the SEEERF.

The Presidency of the Council rotates on a six-monthly basis and is assisted in its work by the European Commission. Meetings are co-chaired by the Commission and the Presidency in Office

2) The Permanent High Level Group: This group is composed of representatives of the Ministers of Energy of the participating countries and is co-chaired by the European Commission and the Presidency in Office. Its task is to prepare the Ministerial Council meetings and to ensure follow-up of its decisions. This group is convened, when necessary, on the initiative of the European Commission and the Presidency in Office.

3) The South East Europe Electricity Regulation Forum (SEEERF): The SEEERF will meet at least twice a year. The overall mandate of the Forum is to review progress made in meeting objectives set within its ambit and agrees to attribute tasks in this regard to different bodies and work-groups. The SEEERF will be comprised of representatives from the following:

  • European Commission;

  • Governments;

  • Regulators;

  • Transmission system operators of the participating countries;

  • Council of European Energy Regulators (CEER);

  • European Transmission System Operators (ETSO); and,

  • Representatives of donor countries, electricity companies and consumers.

To ensure close collaboration with other interested parties, the governments, regulators and TSOs of neighbouring countries are invited to attend the meetings as observers (eg, Austria, Hungary, Italy, Slovenia and Turkey).

4) SEE Energy Regulators Work-Group: This is a Working Group of the Council of European Energy Regulators (CEER). The primary responsibility of this temporary regional coordination work group is to develop a regional electricity market with a global perspective and to prepare the necessary market rules to allow for the progressive opening of the market in the region and its integration into the European market by 2005. It is comprised of the heads of the Market Development Facilitation Groups that the Canadian SEETEC project intends to create at the national level in each of the participating countries.

Reports of the activities of the Working Group will be forwarded to the Permanent High Level Group by the European Commission.

5) SEE Transmission System Operators Work-Group: This group will work on power transmission expansion planning and on transmission congestion issues with a regional perspective. It will also work under the mentorship of the UCTE on issues related to the calculation of transfer limits, protections, and adjustments.

The group is comprised of the Head of the National Transmission Operators of each of the participating countries.

Reports of the activities of the Working Group will be forwarded to the Permanent High Level Group by the European Commission.
