The Energy Community Secretariat
At the end of December 2004, the
work of the Athens Process
Secretariat came to a close. It has been replaced by the
Energy Community Secretariat (ECS). The ECS will
assist the European Commission and the Permanent High Level
Group (PHLG) in guiding the process of creating an energy
community. It will work in close co-operation and under the
surveillance of the European Commission and report regularly
to the European Commission and to the relevant stakeholders
where appropriate.
The main
tasks of the ECS cover the following:

Provide
administrative support to the Ministerial Council, the
Permanent High Level Group, the Regulatory Board and the
Fora
-
Review
the proper implementation by the Parties of their
obligations under the Treaty establishing the Energy
Community, and submit yearly progress reports to the
Ministerial Council
-
review
and assist in the coordination by the European
Commission of the donors’ activity in the territories of
the Adhering Parties and the territory under the
jurisdiction of the United Nations Interim
Administration Mission in Kosovo, and provide
administrative support to the donors
-
carry out
other tasks conferred on it under the Treaty
establishing the Energy Community or by a Procedural Act
of the Ministerial Council, excluding the power to take
Measures; and adopt procedural Acts

Assist
the European Commission in the co-ordination of the
donors’ group.

Provide
input and run the Energy Community web-site for the
efficient operation and dissemination of information
about the Energy Community.
The Energy
Community Secretariat was officially opened on June 26, 2006
and has been established in Vienna. Until the end of
2006, the major part of its financing comes under EC CARDS
provisions. The Director of the ECS is Mr.
Slatchvo Neykov, a Bulgarian, who previously helped to
negotiate Bulgaria's accession process in the energy sector.
