Permanent High Level Group Meeting
Durres, March 26, 2004
The Permanent
High Level Group meets about four times a year to implement
decisions taken by the Ministerial Council regarding
implementation of the two Athens Memoranda of Understanding
(MoU). It consists of senior government officials from the
Ministry of Energy (or equivalent) of the SEE REM countries.
The Meeting in
March considered:

Proposals
by the European Commission to negotiate a legally binding
Treaty with SEE REM countries to replace the current MoUs;

Timetables
for implementing the SEE REM;

Proposals
for the SEE REM Regional Regulatory Committee;
-
Benchmarking
processes.
