Donors and IFIs working in
the Energy Sector
Donors and International
Financial Institutions (IFIs) have been involved in the SEE
region for decades. However their current involvement is
aimed at:
- Development of market
economies in transition countries
- Repair, rehabilitation
and development of infrastructure damaged during war in
the 1990s
- Support for eventual EU
entry.
For the energy sector, this
is mainly linked to the creation of the Energy Community, coordinated by the European
Commission.
The Energy
Community Secretariat maintains a comprehensive list of
projects in the electricity and gas sectors which are in
support of the Energy Community:

IFIs are:

bilateral donors:
Some countries fund
individual projects in an area in which they have specific
expertise eg France and the UK.
The International Energy
Agency (IEA)
http://www.iea.org/ has several activities in the region
(mainly workshops and collation of statistics) but does not
fund projects.
The Stability Pact sponsors
meetings to build consensus in the region but does not fund
projects.
Donor Coordination
This is led by the European
Commission assisted by the Energy Community Secretariat.
Regional meetings are held at six monthly intervals, usually
at the Energy Week. In addition there are more frequent
meetings of donors in individual countries when the need arises to ensure a common
approach.
