The Athens Process Secretariat

What we do

The Athens Process Secretariat supported the implementation of the November 2002 Athens Memorandum of Understanding. The aim is to create a Regional Energy Market (Electricity and Gas) in the signatory countries of this Memorandum: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, fYR Macedonia, Greece, Italy, Romania, Serbia and Montenegro, Turkey and UNMIK-Kosovo, with Austria, Hungary, Moldova and Slovenia as observers.

The Secretariat had the following tasks:

  • Assisting the European Commission with the organisation of the Athens Process meetings (Ministerials, PHLG, Athens Forum) 
  • Developing this website and materials on it into an electronic library, together with the joint European Commission / World Bank office for South East Europe 
  • Providing a focus for information sharing between countries and officials about progress in the creation of the regional energy market in South East Europe
  • Development of national and regional policy discussions
  • Oversight of obligations under the MoU (benchmarking).

The work of the Athens Process Secretariat has been taken over by the interim Energy Community Secretariat (iECS).
