Report on the Status of Donor Pledges made
at the Southeast Europe Regional Funding Conference

The
Joint EC/World Bank Office for South East Europe has completed its
donor polling exercise launched over the Summer to determine the
status of donor pledges to the Quick Start Package
that were made at the Regional Funding Conference in March 2000.
This covers financing of projects under the three Working Tables of
the Stability Pact.
Similar to the exercise it carries out every six months on Kosovo,
the Joint Office has received and analyzed financial amounts from 24
donor governments and 6 international organizations to 22 sectors
and some 220 projects. The report concludes that in the three months
(data on financial flows date for cut-off was June 30, 2000)
following the Regional Funding Conference, donors made good progress
in committing pledged funds for all three Stability Pact Working
Tables. Out of the total requirement for the Quick Start Package of
euro 1.8 bn, as of the end of June, 1.6 bn had been committed to
Quick Start projects and programs, while about euro 400 mn had in
addition been allocated to Near Term projects (all in Working Table
2--Infrastructure). As shown in the separate report, Stability
Pact Infrastructure Projects: Implementation Status as of October
2000, further substantial progress has been made by donors in
committing funds to the Quick Start Infrastructure projects. The
next exercise will be carried out to capture
donor commitments, contracts and spending as of December 31, 2000.
