EC ASSISTANCE TO CROATIA
RETURN OF REFUGEES AND DISPLACED PERSONS
1999 PROGRAMME
These
programmes are included in the Stability Pact "Quick Start
Package", but are only a part of EC support for refugees. The
EC is also active through Obnova programmes not included in the QSP,
though ECHO and in Kosovo.
In 1999, the EC has
allocated 11.5 MEURO to Return related projects.

Component 1:
Rehabilitation of housing and associated infrastructures – 11.5
MEURO
A target of 2.000
potential beneficiaries has been set. This figure can probably be
doubled as a consequence of the two-way and sometimes even multiple
effect of the return. The 1999 funds are contracted. Projects are
currently in the implementation phase. Each is focussing on the
sustainability of return and on the integration of the returnees in
the receiving municipalities. The projects include the reconstruction
of dwellings, the rehabilitation of technical, social and economic
infrastructure and de-mining activities.
The program is
presently under implementation. Beneficiaries are identified, tenders
are launched and contracts are signed for rehabilitation works.
Component 2 –
Economic Regeneration of Return Areas (2 MEURO).
The sustainability
component of the 1998 EC Integrated Return Programme has developed
into a project in co-operation with UNDP. The 1999 programme is
extending these activities.
UNDP has designed a
specific programme in order to support the economic regeneration of
the return areas helping the creation of basic conditions for economic
development in war damaged areas through income generation activities
and the rehabilitation of the productive capacity of these regions.
