The authorities of
the former Yugoslav Republic of Macedonia have made important
progress in implementing the Framework Agreement
(pdf, 47 KB)
that ended the
conflict in August 2001. Constitutional amendments, as envisaged in
the Framework Agreement, have been adopted by parliament and a new
law on local self government has been passed. In addition, the
authorities have completed negotiations with the IMF on a Staff
Monitored Program that began on January 1, 2002.
In view of this
progress and in response to the request of the parties to the
Framework Agreement, the European Commission and the World Bank
co-chaired a Donors’ Meeting for the former Yugoslav Republic of
Macedonia on March 12, 2002 in Brussels. The meeting was held at senior official level. It
addressed the
needs for macro-financial assistance; rehabilitation and
reconstruction in areas affected by the conflict, and support for
measures to be undertaken under the implementation of the Framework
Agreement.
Donors pledged a
total of 307 million euro against the identified needs of 256
million euro. In addition, donors indicated another 271 million Euro
(US$ 241 million) of donor assistance for general economic
development purposes in 2002.
