Since the first
donors conferences for Kosovo in 1999, much progress has been made
in restarting the public administration, mitigating the impact of
the conflict, and developing a market economy. The 1999-2003
reconstruction and recovery program for Kosovo is well into its
third year of implementation. Generous donor assistance has been
instrumental in helping re-start Kosovo's economy.
The meeting
provided a stocktaking on the impact of this donor assistance so far
and the remaining challenges. It was the first opportunity for
donors to meet together with the new government of Kosovo that was
formed earlier this year, following the adoption of the
Constitutional Framework for provisional self-government in 2001. It
also provided a forum for dialogue between donors, UNMIK, and the
government on the government's program and the medium term
macroeconomic framework and public investment priorities.
The meeting was co-chaired by the European Commission and the World Bank.
