Title:

Transport Infrastructure Regional Study (TIRS)

Objective:

The objective of this study would be to identify transport infrastructure investment priorities on a regional scale, covering South-East European countries (Albania, Bosnia and Herzegovina, Croatia, Federal Republic of Yugoslavia, Former Yugoslav Republic of Macedonia, as well as Bulgaria and Romania insofar as relevant and not already covered) based on a process partly similar to the Transport Infrastructure Needs Assessment (TINA) previously carried out for Central and Eastern European countries.

Description:

The study would, in a first phase, review the recent studies on the region’s transport sector, make an inventory of existing basic transport infrastructure, define future scenarios and corresponding transport demand, and determine a multimodal transport backbone network and necessary access infrastructure. The second phase would define several corridors and areas from the planning framework for which prefeasibility studies would be carried out. They would include cost/benefit analyses, based on investment estimates to provide the required levels of service, and considerations on sustainability and cohesion. The final phase would consist of a programming exercise, taking into account existing financial constraints, to determine a coherent investment strategy. This would allow launching preparatory studies for the priority projects.

Economic/Financial Justification:

Whilst some rehabilitation projects could be implemented quickly, without too much analysis, major transport projects require an adequate planning and programming context to avoid waste of resources. The study would also place the region under similar conditions as the accession countries regarding pan-European transport networks planning.

Study envelope EUR 5 million, phased and split as appropriate
