Title:

3rd Electric Power (transmission)

Objective:

Continuation of reconstruction of the Bosnian power system and support for restructuring and reform. The 400 kV system in BiH was severely damaged during the war. Operation of the power system on an integrated basis and reconnection with UCTE, the main European integrated power system.

Description:

Reconstruction of Mostar 400/220 kV and other substations
Reconstruction of various 400 kV power lines
Supervisory Control and Data Acquisition (SCADA) System
Technical assistance

Preparation Status/Timing:

Feasibility studies available, appraisal under way.

Economic/Financial Justification:

Increased import/export, cost savings, improved system stability, sharing of spinning reserves. The main feasibility study shows large net economic benefits and acceptable financial benefits.

Cost:

EUR 25 million (Quick-Start)
EUR 102 million (Near-Term)

Financing Plan:

World Bank EUR 30 million
European Bank for Reconstruction and Development EUR 20 million
Kreditanstalt für Wiederaufbau (to be determined)

Major Sector/Project Issues:

Improved co-operation between the three power utilities in BiH. Co-ordination with power utility in Croatia. Clarification whether other rehabilitation works of the power system should be included, e.g. 220 and 110 kV lines and substations.
Further actions are needed by the beneficiaries to move towards cost-recovery, and power sector restructuring issues need to be further addressed.
