Recent events in the Federal Republic of
Yugoslavia (FRY) have been widely welcomed by the international
community. Many donors, conscious of the huge challenges which now
face the new government, are already in touch with the authorities
in Belgrade to offer their assistance. The Republican elections on 23 December
will be an important milestone, and a new Serbian government will be
established after these elections. FRY President Kostunica has
already announced the country’s intention to apply for membership
in various international organisations including the IMF and World
Bank. All of these processes will take time to complete. In the
meantime the government is facing difficult economic and social
choices every day. The international community must now organise a
coherent, concerted approach to meeting urgent needs, as well as
planning to provide medium-term assistance in support of an economic
reform program.
In the context of their overall donor
co-ordination responsibilities for South Eastern Europe, the
European Commission and the World Bank are already working closely
together and with the new government and will co-ordinate donor
activity with regard to FRY as in the case of many other countries
in the region. In order to help donors to program and implement
their immediate plans for assistance in a co-ordinated way, a
Donor Co-ordination Meeting took place in Brussels on December 12,
2000. This meeting, at senior official level reviewed an
assessment of urgent requirements, prepared by the UN agencies in
close collaboration with the authorities, and took stock of existing
and planned short term assistance, for example winter aid programmes.
This discussion focused mainly on Serbia,
since most needs arise there. The meeting
also reviewed next steps in designing and providing medium term
assistance to the FRY. The meeting was attended by
representatives of the FRY authorities who indicated
the latest state of government policy and priorities for assistance.

The meeting was designed as a co-ordination rather
than a pledging session. The primary aim was to exchange information
and to discuss how to assure effective co-ordination on the ground.
Priority in the discussion was given to those prepared to
discuss their ongoing as well as planned assistance programs in FRY.
With the current uncertainties in the FRY and Serbia it is too early
to fix a date for a fully fledged Donors Conference. This should
only take place once these uncertainties have been reduced, and once
a full needs assessment has been carried out.
