Appeal for the Southeastern Europe Operation

The United Nations will issue a revised Consolidated Inter-Agency Appeal for the Southeastern Europe Operation prior to the Donors' Conference on Kosovo to be held in Brussels on 28 July. This appeal, which covers the period 1 January to 31 December 1999, is a revision of the Consolidated Appeal launched by the UN in December 1998.

The revised appeal incorporates and updates strategies, objectives, and agency programmes responding to the urgent needs of the Kosovo crisis. These were previously published in the 1 April Donor Alert for Urgent Needs Related to the Kosovo Crisis and its three Addenda (the last being Addendum 3 to the Donor Alert, issued 8 June 1999). There have been significant developments since Addendum 3 was issued and their impact is reflected in the revised appeal.

Emergency Assessment of Damaged Housing and Local/Village Infrastructure July 1999 – International Management Group

"The immediate, quick damage assessment focuses on the scale and costs of urgent repairs of houses and related basic infrastructure to enable refugees to return to their homes before the beginning of the winter.

This assessment with preliminary cost estimates, to be presented at the first Donor’s conference at "senior officials" level on 28 July in Brussels, will be followed by a more detailed study. With a view to the second Donor’s Conference in October 1999, this comprehensive damage assessment will examine the following sectors: housing, public and social buildings, water sanitation and distribution, energy supply and distribution, telecommunications economic infrastructure, and religious and cultural heritage. The assessment should also take into account all humanitarian, rehabilitation and reconstruction actions carried out by then, including the coherency of these actions. The overall costs for the reconstruction will be fully known only after more comprehensive assessment."
