These programmes are included in the Stability Pact "Quick Start Package", but are only a part of EC support for refugees. The EC is also active through Obnova programmes not included in the Quick Start Package, though ECHO and in Kosovo.

In 1999, the EC has allocated 69 MEURO to Return related projects.

This note relates to the first two components.

A target of 10,000 potential beneficiaries has been set. This figure can probably be doubled as a consequence of the two-way and sometimes even multiple effect of the return. To date, the Commission Delegation has contracted the 1999 funds aiming at supporting refugee return, notably minority return along axes identified by the OHR/RRTF. Projects are currently in the implementation phase. Each project includes the rehabilitation of dwellings, infrastructure and job creation activities. The sustainability component is ensured by the creation of the Quick Impact Facility (component 2).

The program is presently under implementation. All partners are proceeding with the identification of beneficiaries and have already launched tenders and signed contracts for the rehabilitation works.

The sustainability component of the 1999 Integrated Return Programme has developed into the creation of the Quick Impact Fund managed by CARE UK. To date, the QIF has already approved funding for the first tranche of projects.
